<p class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">Ever since the town lost its own refuse site at Wenffrwd years
ago and Wrexham banned Llangollen people from using Plas Madoc, they have been
faced with a 32-mile round trip to the nearest Denbighshire tip in
Ruthin. </span><span style="color: black;"><o:p></o:p></span></span></p>
<p class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">The alternative has been to use the temporary ‘pop-up’ recycling
facility set up for a few hours on the Pavilion car park on Saturday mornings
but even this was halted during the Covid lockdowns. </span><span style="color: black;"><o:p></o:p></span></span></p>
<p class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">Over a thousand people signed a petition, organised by campaigner Phil
Jones, demanding that Llangollen should have a more convenient recycling facility.
And the question became a campaign issue at the last county council
election. </span><span style="color: black;"><o:p></o:p></span></span></p>
<p class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">Last year Denbighshire negotiated a deal with Wrexham enabling
Llangollen people to use Plas Madoc from October. But various problems
stood in the way of the agreement being put into action.<o:p></o:p></span></span></p><p class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">Although some people have been able to use the tip for the past few months, others have been turned away.</span></span></p>
<p class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">But Denbighshire now says Llangollen people can start to use the tip

condition was diagnosed after hers and Jess’s younger brother Max died, aged
two, in 2013, where a post-mortem revealed the condition.</span><o:p></o:p></span></p>

sadly became ill and died too suddenly to have been able to use Hope House, but
that she is so grateful Hope House was there for Minnie and the family.</span><o:p></o:p></span></p>
<p style="margin-bottom: 8pt;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">“Hope House has not
only given Minnie the best possible care but also allowed us to do things
together as a family, knowing that Minnie is in safe hands,” said Liz.</span><o:p></o:p></span></p>
<p style="margin-bottom: 8pt;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">“The care and support
they have given has allowed Jess to have a very normal childhood in a very
abnormal situation, having two seriously ill siblings.</span><o:p></o:p></span></p>
<p style="margin-bottom: 8pt;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">“Grace has been best
friends with Jess since they were small and has been by her side through
everything, and it’s fitting they do the Llangollen Canal Walk together to
raise money.”</span><o:p></o:p></span></p>
<p style="margin-bottom: 8pt;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">Initially Jess and
Grace had hoped to raise £250, but they have already smashed through their
target and currently sit on £344.</span><o:p></o:p></span></p>

to apply for planning permission to convert the extension to the Royal Hotel
into 12 residential apartments has been posted nearby.</span></p>
<p class="MsoNormal"><span style="font-family: arial; font-size: medium;">And it says the public are
invited to have their say on the proposal.</span></p>
<p class="MsoNormal"><span style="font-family: arial; font-size: medium;">The Grade II Listed hotel dating back to 1752, which stands on
the corner of Castle Street and Bridge Street, has been closed since 2019.</span></p>
<p class="MsoNormal"><span style="font-family: arial; font-size: medium;">In late 2022 Denbighshire County Council approved a planning
application, <span style="color: black; line-height: 115%;">submitted
the previous March in the name of Matt Jones of MAVI Properties Ltd, </span>to
transform the Royal into a “destination hotel”.</span></p>
<p class="MsoNormal"><span style="font-family: arial; font-size: medium;">The application allowed for<span style="color: black; line-height: 115%;"> the demolition of
the original existing extension, the erection of a four-storey extension to the
side and rear, including health spa, and additional hotel accommodation.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="color: black; line-height: 115%;"><span style="font-family: arial; font-size: medium;">Now, a four-panel notice, with illustrations of various aspects of the
plan, has been posted on the fencing between the extension and Riverbanc.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="color: black; line-height: 115%;"><span style="font-family: arial; font-size: medium;">It says: “Notice is hereby given that Mavi Royal Ltd
are intending to apply for a full planning application for conversion and
extension of part of hotel to form 12 residential
apartments.”<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="color: black; line-height: 115%;"><span style="font-family: arial; font-size: medium;">It goes on to explain that the development “offers
a mixture of six one-bedroom and six two-bedroom apartments”. <span style="mso-spacerun: yes;"> </span><o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="color: black; line-height: 115%;"><span style="font-family: arial; font-size: medium;">The notice adds: “The project involves separating
the 1970 extension into apartments and keeping the original hotel as a hotel,
bar and restaurant.”<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="color: black; line-height: 115%;"><span style="font-family: arial; font-size: medium;">The notice, in the name of Ruthin-based Ty Architecture,
has been published, it says, under the Town and Country Planning Order for
Wales, for publicity and consultation before applying for permission.<o:p></o:p></span></span></p>
<p class="MsoNormal"><span style="color: black; line-height: 115%;"><span style="font-family: arial; font-size: medium;">And it goes on: “The notice gives the opportunity to
comment directly to the developers prior to the formal submission of the
planning application to DCC. Any subsequent planning application will be
published by the relevant LPA [local planning authority] and any comments
provided in response to the notice will not prejudice your ability to make
representations to the LPA on any related planning application. Any comments

councillors have agreed to look again at a plan to </span>dispose of all its public toilets in a bid to
save around £200,000 a year in running costs. </span></p>
<p class="MsoNormal" style="mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">But at the council’s community scrutiny
committee yesterday (Thursday) a package of measures aimed at examining the proposal
in more depth put forward by Llangollen councillor Karen Edwards was rejected. <span style="mso-spacerun: yes;"> </span><o:p></o:p></span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">Officers’ say the council needs to make savings as it faces an
“unprecedented” financial challenge and the closure proposal is part of a
corporate process to pinpoint cuts in the 2024/25 budget. <o:p></o:p></span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">The provision of public conveniences (PCs) is a non-statutory
duty. Many local authorities ceased providing this service many years ago. <o:p></o:p></span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">Denbighshire currently has 20 toilet sites across the county,
including Llangollen, none of which break even financially. <o:p></o:p></span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">The council aims to transfer as many of them as possible to other
groups or organisations, such as city, town and community councils, so that
they continue to operate but at no cost to DCC. <o:p></o:p></span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">At yesterday’s scrutiny committee Cllr Edwards made an impassioned
plea for a closer examination of the proposal before it is allowed to go ahead.<o:p></o:p></span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">She said: “W</span><span style="color: #212121;">e are all aware of the financial challenges facing this council
and the tough decisions now being taken by the cabinet in its drive to balance
the books in an era of diminishing financial settlements, increasing demand on
services and inflation. <o:p></o:p></span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;">“In our previous meeting we
made recommendations regarding mitigating the cuts to our library services. Our
recommendations were not accepted by cabinet <span style="mso-spacerun: yes;"> </span>but further work would be undertaken to
identify alternative sources of funding.</span><span style="mso-ligatures: standardcontextual;"><o:p></o:p></span></span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;"></span>“Perhaps the most
important issue before us today is the proposal to close our public toilets or
transfer responsibility for their operation to third parties.</span><span style="color: #212121; font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;">“This particular proposal has
to be considered in the context of the council’s core policy objectives, one of
which is the promotion of tourism to grow the regional economy. As we all know,
tourism plays a vital part in Denbighshire’s economy with 6.03 million visitors
in 2022.</span></span><span style="font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;"></span>“In the case of the
Llangollen ward that I represent along with Councillor Keddie, our town centre
car park has a public convenience which is used in part by coach parties. Without
this facility Llangollen will no longer be able to offer a convenient ‘relief
stop ‘ for coaches and they may well cease to stop there.</span><span style="color: #212121; font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="color: #212121;"><span style="font-family: arial; font-size: medium;">“Businesses in the town will
suffer and the closure would therefore be an illogical act of self-harm. The
car park in Market Street generated an income of £171,396.61 in 2022/23, this
equates to 43% of DCC’s total income from car parks with public conveniences. </span></span><span style="color: #212121; font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;">“It is my understanding
having spoken with the Llangollen Town Council clerk that it would be
impossible for them to agree to take over the unsolicited financial liability
of this property asset as <span style="mso-spacerun: yes;"> </span>they have yet
to be officially consulted and their precept for this forthcoming year was
submitted to DCC last January. If the public conveniences were to close, there
are no suitable alternatives.” </span></span><span style="color: #212121; font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;">She added: “There is mention
within the report of the Community Toilet Scheme [by which businesses are paid
a grant to allow the public to use their toilets] which has apparently been in
existence for a number of years with very limited uptake - one I believe. You
may argue the point that it hasn’t been widely publicised, but realistically
unless this is proven to be an absolutely viable alternative, your sanguine
approach is at best premature.</span></span><span style="font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;"></span>“We have a tourism
economy which is growing year on year, and the car parks of Llangollen are
frequently filled to capacity by visitors during the whole year, not just the
summer months. The toilets are an essential part of our public infrastructure
to accommodate the needs of visitors to the town.</span><span style="font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;"></span>“From a policy viewpoint
there is no logic in closing such vital facilities if we continue to spend
money marketing Denbighshire, as a means of generating more visitors - approximately
£718,000. We should consider achieving savings by reducing marketing budgets as
opposed to closing facilities. Public conveniences may well be a non-statutory
obligation but neither is the marketing of this authority to promote tourism.</span><span style="font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;"></span>“It is therefore
unrealistic to propose the removal of the budget for public conveniences
in total as there will be on-going costs associated with de-commissioning
these facilities, updating others, and retaining those considered to be
essential in tourist hot spots.<span style="mso-ligatures: standardcontextual;">”</span></span><span style="color: #212121; font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;">Cllr Edwards proposed the
committee make a recommendation for further consideration by the officers
responsible for the proposal and that a further report be produced recognising
that the budget for public conveniences cannot be removed in its entirety
and will identify:</span><span style="color: #212121;"> </span></span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="color: #212121;">* The take-up of third-party
management of toilets.</span> </span></p>
<p class="MsoNormal" style="line-height: 22.45pt;"><span style="font-family: arial; font-size: medium;"><span style="mso-spacerun: yes;">* </span>All costs of accommodation work prior to
transfer, or decommissioning, and redundancies, if any </span></p>

similar in age to The Beatles when they first had their big break and the show is
receiving wide acclaim throughout the UK. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">They began in 2020 with Max as George and Joe as Paul after
Joe spotted an ad to start the band while purchasing a Hofner violin bass
at his local music store. A year later, George, who is ex-LIPA, and Tom joined as John

live in West Street. </span></p>
<p class="MsoNormal"><span style="font-family: arial; font-size: medium;">He had two sons and four grandchildren. </span></p>
<p class="MsoNormal"><span style="font-family: arial; font-size: medium;">One of his sons, also called Doug, said of him: “He was very
keen on shooting with a shotgun and beating. He was also the proud captain of
the Ponsonby Arms darts team, who won quite a few trophies in the Llangollen

<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">A report on the issue is due to be discussed by the council’s communities
scrutiny committee this Thursday.</span> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">A officers’ report says the council
needs to make savings as it faces an “unprecedented” financial challenge and
the closure proposal is part of a corporate process to pinpoint savings in the 2024/25 budget. It has already been discussed by councillors in budget
workshops.</span> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">The report says: “The provision of public conveniences (PCs) is a
non-statutory duty. Many local authorities ceased providing this service many
years ago. Some neighbouring authorities still provide this service in certain
areas but have reduced it in recent years and/or are currently looking to
reduce this provision.”</span> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">Denbighshire currently has 20 PC sites across the county, including
Llangollen. Some are free to use, and some have a facility to charge users. The
report reveals that none of these sites break even financially.</span> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">Because the council believes that the provision of PCs in local communities
is </span></span><span style="color: black; font-family: arial; font-size: large;">important, it says it will be looking to transfer as many of them as
possible to other groups or organisations, such as city, town and community councils, so that they continue to operate but at no cost to DCC.</span><span style="font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">The council is currently in the process of transferring PCs in Corwen to
the local town council, which it believes could become a model for other areas.
Any PCs that it is unable to transfer to another owner could be closed.</span> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">Another way of reducing the impact of the plan, says the report, is to
expand the Community Toilet Grant scheme, under which the council pays local
businesses £500 a
year for allowing the public to use their toilet facilities free of
charge.</span> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">It is believed that some businesses would be receptive to this offer
because it would increase their footfall and some people would
probably feel obliged to </span></span><span style="color: black; font-family: arial; font-size: large;">buy something at the same time as using the loos, explains the report.</span><span style="font-family: arial; font-size: large;"> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: black;">The annual budget for providing PCs is £270,000 but costs such as decommissioning
could reduce the saving to about £200,000.</span> </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0cm;"><span style="color: black;"><span style="font-family: arial; font-size: medium;">The report adds that a redundancy process for people working in the

March 2023, Denbighshire County Council alongside Sustrans asked the people who
live, work, and travel on Brook Street to tell them which parts of Brook Street

community response was that people were worried about vehicles travelling too
fast, there were too many cars at school drop-off and pick-up times, roads were
difficult to cross, and the footpaths were too narrow. As a result, Sustrans,
working together with the local community, have found some ways to fix to these
problems.</span><o:p></o:p></span></p>
<p style="background: white;"><span style="font-family: arial; font-size: medium;"><span style="color: black; letter-spacing: 0.1pt;">Sustrans,
on behalf of the council, is now seeking feedback from the people that live,
work, and travel on the selected streets who could benefit from the proposals,

(Image DCC)</span></b></p></span><p></p><p><span style="font-family: arial; font-size: medium;">After months of planning and commitment from Welsh Cycling, Sport Wales, Ruthin Town Council and Denbighshire Leisure Ltd (DLL), it has been agreed collectively that the Ruthin Velodrome project will no longer be proceeding. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;"><o:p></o:p></span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">The plans would have seen the first Velodrome in North Wales, along with providing a transformative project for the town; providing health, financial and educational benefits as well as more opportunities for the young people of Ruthin and the wider county of Denbighshire. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;"><o:p></o:p></span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">In 2020, in response to a Welsh Cycling invitation for expressions of interest, Ruthin Town Council (RTC) was selected as the preferred partner for the Welsh Cycling, North Wales, Outdoor Velodrome project. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">Then in March 2021, following a detailed feasibility study, Ruthin Town Council in partnership with Welsh Cycling and Denbighshire Leisure Ltd (DLL) agreed to progress the project at the then preferred location, of Ysgol Brynhyfryd. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;"><o:p></o:p></span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">Following further feasibility work and business plan proposals, a formal funding application was made to Sport Wales in Feb 2022 resulting in a Sport Wales £2m grant approved in March 2022 and an additional offer of £300k grant was made in August 2023, in response to increased estimated project costs. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">After many months of design work and consultation with stakeholders, the final detailed scheme was approved in December 2023. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">However, the partners in the project say that pricing schedule showed a significant funding gap between the resources available for the project and the required contract sum, mainly attributable to "unprecedented levels of inflation" in the construction industry. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">A statement issued through DLL says: "At the December Project Board Meeting it was reported that the capital cost of the scheme was over budget, with this sum likely to increase again if any adverse planning, or sustainable drainage conditions were applied to the development consents. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">"Costs would also further increase due to the time it would take to get the project to site after the necessary statutory planning stages. Therefore, despite all the efforts, it has been decided to cease the project as the required funding continues to increase beyond the available budget."<o:p></o:p></span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">Graham Boase, Chief Executive of Denbighshire County Council, said: “We’ve supported this business case from the beginning, unfortunately the current climate has meant we are unable to help get this project over the line. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">"All stakeholders have worked extremely hard to bring this project to fruition and we are fully supportive of future projects and we welcome the opportunity to work with Sport Wales to prioritise this funding into North Wales projects.”</span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;"><o:p></o:p></span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">Owen Hathway, Assistant Director at Sport Wales, said: “It is disappointing that despite all-parties best continued efforts, the development of the proposed velodrome in Ruthin has been deemed no longer feasible. We thank all of those involved for exhausting all possible options to try and avoid this outcome. Sport Wales remains committed to investing into the sport infrastructure in North Wales. </span></p><p class="MsoNormal"><span style="font-family: arial; font-size: medium;">"In conversation with the Welsh Government our aim is that the money that had been awarded to this project is both retained for investment in sport and preferably ringfenced for the North Wales region, while we explore other opportunities in the area, including with Welsh Cycling as the National Governing Body.”<o:p></o:p></span></p><span style="font-family: arial; font-size: medium;">Jamie Groves, Managing Director of DLL, said: “As a board, we agreed to pursue a number of actions in order to give this project every opportunity possible, recognising the importance of the new facility to both Ruthin and more broadly, the whole of Denbighshire. out in March and I am dreading opening it as it always goes up. My income has
stayed the same but everything else seems more expensive and I have hardly
anything left over - how will I cope if my payments for this year go up?</b> </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">A: Many of us are feeling
overwhelmed as we see our basic bills and essential costs go up. You’re not
alone in finding things difficult and, crucially, there’s support available. </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: #202124;">First
off, there are discounts available to some people depending on their
circumstances. You can check your bill or contact your council to find out if
you might be eligible for an automatic reduction to your council tax.</span> </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;"><span style="color: #202124;">If
you're not getting a discount, you might still be entitled to one. It depends
who lives in the property. So, if you're the only adult in your home, you’ll
get a 25% discount on your council tax bill.</span> </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">When working out how many people
live in a property, some people aren’t counted - they’re called ‘disregarded
people’ and include under 18s, a student nurse or someone on an apprenticeship
scheme and many more. Checking the <a href="https://www.gov.uk/council-tax/who-has-to-pay"><span style="color: #1155cc;">government
website</span></a> for more details. If everyone who lives in the property is
disregarded, you will still receive a council tax bill, but it will have a 50%
discount. However if everyone in your home is a student or severely mentally
impaired, you won't pay any council tax. </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">Additionally, if someone has
moved out, tell the council as this might change your eligibility. If you are
entitled to a discount as a result, it will be valid from the date when the
person moved out, even if you told the council after the event, and the
reduction may be backdated. </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">If you think you might be
eligible you should apply to your local council for a discount as soon as
possible. You can <a href="https://www.gov.uk/apply-for-council-tax-discount"><span style="color: #1155cc;">find your council's contact details on GOV.UK</span></a>. </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">You mention that your income
hasn’t increased. If you are on a low income you might be able to get your
council tax reduced. If you get benefits or have other people living with you,
this might affect how much your council tax is reduced by. </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">Your local council will ask you
details about your income and your circumstances, so they can work out if
you’re entitled to a council tax reduction. They will then calculate your new
bill and tell you how much council tax you need to pay. </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">If you have other people living
with you who are aged 18 or over, you might all be responsible for paying
council tax. Only one of you needs to apply for a council tax reduction. The
council will make a decision and reduce the amount of council tax you have to
pay accordingly. </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">You may also be eligible for
additional support if you’ve reached State Pension age which you can check on
the government website can <a href="https://www.gov.uk/state-pension-age"><span style="color: #1155cc;">GOV.UK </span></a>If you’re under State Pension age, the
‘working age rules’ apply and if you've reached State Pension age, it depends
if you or your partner get certain benefits. </span></p>

age and don't get any of these benefits, the 'pension age rules' apply.<o:p></o:p></span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">Even if none of the reduction
criteria applies to you, your local council can still reduce your council tax
bill or cancel it altogether, this is called ‘discretionary reduction’. They’ll
normally only do this if you can show that you’re suffering severe hardship and
can’t afford to pay council tax. </span></p>
<p style="line-height: 115%; margin-bottom: 0cm;"><span style="font-family: arial; font-size: medium;">If you’re in this situation you
should ask your local council for help. You’ll need to show them evidence of
your circumstances. If your immigration status doesn’t let you claim public
funds, you can still apply for a discretionary reduction. A discretionary
reduction doesn’t count as public funds. </span></p>
